US Sanctions Nigeria-based Money Exchange Operator ‘Linked to ISIS Financing’

The United States has sanctioned a Nigeria-based individual accused of helping the Islamic State (ISIS) move funds across borders through money exchange businesses.

Tommy Pigot, US state department spokesperson, said the Nigeria-based individual was among three individuals and six entities operating across Europe, the Middle East and West Africa allegedly enabling ISIS to finance terrorism.

In the statement issued Monday, Pigot said the network spanned from France and Syria to Turkey and Nigeria.

According to Pigot, a France-based facilitator provided information concerning the use of explosives to ISIS supporters, a Syria-based operator used cryptocurrency to transfer funds on behalf of ISIS associates in multiple countries including the US, and a Nigeria-based facilitator’s money exchange businesses served as conduits for ISIS financing.

Pigot said the US also reaffirms its strong partnership with Nigeria following the operation that resulted in the killing of Abu-Bilal al-Minuki, ISIS second-in-command.

Al-Minuki was believed to have played a strategic role in coordinating international funding channels, allowing for the use of armed drones in jihadist attacks.

He also facilitated strategic communications, training support, and doctrinal guidance between ISIS central leadership and ISWAP factions operating across West Africa.

Pigot said the US will continue to use every diplomatic and legal tool available to hold ISIS and its supporters accountable – wherever they operate and however they move money.

He added that the US remains fully committed to defending religious minorities and working with international partners to eliminate the threat that ISIS poses to global peace and security.
