“Mbah Approves 50% Slash in Land Documentation Fees” — Opens Fresh Window for Landowners, Investors to Secure Property Titles

Governor Peter Mbah has approved a 50 percent reduction in fees for processing Certificates of Occupancy (C of O) and other land-related documents.

The announcement was made by the Managing Director and Chief Executive Officer of the Enugu State Geographic Information System (ENGIS), Mr. Chiwetalu Nwatu, who described the initiative as another milestone in the Mbah administration’s people-focused and investment-friendly reform agenda.

According to Mr. Nwatu, the discount window will run for 45 days, beginning on October 15, 2025, allowing landowners and investors to process their C of O and other title documents at half the usual cost.

He explained that the policy was designed to make property ownership more affordable, particularly for unregistered landowners, low-income earners, and vulnerable groups who had long been unable to cover the cost of documentation.

“His Excellency, Dr. Peter Mbah, believes every resident deserves a legitimate and secure claim to their land. This initiative reflects his commitment to inclusivity and economic empowerment,” Nwatu stated.

Reassuring applicants of improved service delivery, the ENGIS boss disclosed that under the current administration, Certificates of Occupancy are now processed within 48 to 72 hours, thanks to the full digitisation of land applications, searches, and related services in the state.

He noted that the automation of the system has enhanced speed, transparency, and efficiency in land documentation, eliminating unnecessary delays and human interference.

“Beyond affordability, the policy also seeks to boost compliance, promote transparency, and block revenue leakages in land transactions — a challenge that has persisted for years,” Nwatu added.

He urged residents to take advantage of the limited-time opportunity by visiting the ENGIS office to process their documents, stressing that the governor’s commitment to reforms has continued to make Enugu a preferred destination for investors.

Nwatu further disclosed that the reduction is as high as 65 percent for industrial and commercial properties, underscoring the government’s drive to stimulate business growth and urban development.

“By easing access to land titles, the Mbah administration is strengthening property rights, deepening investor confidence, and laying a solid foundation for sustainable economic growth,” he said.
