NMDPRA: Petrol Importation Dropped to 42m in December | Local Supply Increased by 64%

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) says petrol supply, from both importation and local refineries, averaged 74.2 million litres per day in December 2025.

NMDPRA announced the development in its December 2025 ‘State of the Midstream and Downstream Fact Sheet’ on Thursday.

According to the data, petrol supply increased by 3.78 percent from 71.5 million litres per day in November 2025.

The commission said “domestic supply are volumes received into coastal depots plus volumes trucked out from domestic refineries”.

Delinating the contribution of petrol in the national supply, the authority said 42.2 million litres were imported, while 32 million litres were provided by local refineries in December.

In November, 52.1 million litres were imported, according to NMDPRA, while local refineries contributed 19.5 million litres.

This represents a 19 percent decline in imported petrol supply and 64 percent increase in local supply in December.

According to the report, Dangote refinery supplied the average of 32 million litres of petrol per day in the reviewed month — although the plant planned to supply 50 million litres.

NMDPRA also said Nigeria’s daily petrol consumption rose to an average of 63.7 million litres in December 2025.

The industry regulator added that the average daily consumption increased by 20.42 percent from 52.9 million litres in November 2025.

The data showed that petrol consumption reached its highest level in December 2025.

NMDPRA said consumption data as reported is based on volumes trucked out into the domestic market.

In addition, the authority said in December, Nigerians consumed an average of 16.4 million litres of diesel and 2.7 million litres of aviation fuel.

“Domestic supply are volumes received into coastal depots plus volumes trucked out from domestic refineries,” the report reads.

“PMS Supply in December 2025 increased due to significant improvement in supply from DPRP (19.5ML/day to 32ML/day).”

NMDPRA said Dangote refinery also supplied diesel of 5.783 million litres per day.

The regulator added that average capacity utilisation at the refinery was at 62.94 percent.

Providing an update on refineries, the commission announced that pre-commissioning has been completed on Waltersmith refinery’s 5,000 barrels per stream day (bpsd) train 2.

NMDPRA said the refinery will introduce hydrocarbons this month.

Additionally, the regulator said Port Harcourt refinery continues to supply 247,000 litres per day of diesel despite being shut down.

NMDPRA said the fact sheet was important as “the verified data underscored Nigeria’s strategic transformation in the energy sector, emphasising reduced imports, strengthened domestic production, job creation, safety improvements, and economic stability”.
