Tinubu’s N’Delta Peace, Development Plan Working — PAP Boss

The Administrator of the Presidential Amnesty Programme, Dr Dennis Otuaro, has said President Bola Tinubu is implementing a “strategic and systematic” approach that is fostering development, economic growth, and sustainable peace across the Niger Delta.

Otuaro made the remarks on Saturday during a town hall meeting with PAP stakeholders and Niger Delta residents in Lagos, hosted by Niger Delta activist and founder of the Ijaw Monitoring Group, Chief Joseph Eva.

Other guests included the Chairman of the Ijaw National Congress, Lagos chapter, Prince Tonye Harry; Prof. Dauphin Moro; Engr. Titus Posibi and Chief Amarian Benedicta.

According to Otuaro, Tinubu’s Renewed Hope Agenda has translated into “deliberate efforts at tackling the challenges of development, security, and sustainable peace,” adding that the administration “has not only restored peace in the area but is also delivering on his campaign promises around human capacity and infrastructure development.”

“One of the things you must know about His Excellency, President Bola Ahmed Tinubu GCFR, is that he is very strategic and systematic in his approach to resolving issues of development, socio-economic growth, security, and sustainable peace in our region—the Niger Delta. There is no doubt that Mr. President’s strategy is working for the Niger Delta,” Otuaro said.

He noted that sustained support from the President and the National Security Adviser has enabled the expansion of PAP’s education and skills programmes. He said in-country scholarship slots increased from 3,800 in the 2024/2025 academic year to 3,900 in 2025/2026, while about 200 beneficiaries were placed on foreign scholarships.

Otuaro assured stakeholders that the Amnesty Programme would continue to ensure that more indigent youths gain access to higher education and acquire the skills and knowledge necessary for self-reliance and nation-building.

He also expressed gratitude to Tinubu for his support of PAP initiatives and urged Niger Deltans to reciprocate the President’s “large-heartedness.”

“I want to, again, thank His Excellency for finding me worthy of appointment to take up the baton of leadership at the PAP with the help of the National Security Adviser, Mallam Nuhu Ribadu, who has been very supportive of our initiatives since I assumed office.

“I urge you and all the people of the Niger Delta to continue to support the administration of Mr. President because we are confident that, judging from the many good things he is doing in our region, he will do even much more for us after his reelection in 2027,” he said.

Chief Joseph Eva praised Otuaro’s leadership, highlighting his achievements in human capital development, vocational skills, and peacebuilding in the region.

“We have confidence in his leadership, vision, and dedication to regional development,” Eva said.

The meeting concluded with stakeholders conferring the “Best Iconic Administrator Award” on Otuaro.

PUNCH Online reports that the Presidential Amnesty Programme was established in 2009 to disarm, rehabilitate, and reintegrate ex-agitators in the Niger Delta following years of militancy that disrupted oil production and regional stability.

Over time, the Programme has evolved into a development-focused initiative, offering vocational training, entrepreneurship support, and educational opportunities.
