The Academic Staff Union of Universities (ASUU) has vowed to continue its ongoing strike until the Nigerian government meets its demands, especially the adoption of the University Transparency and Accountability Solution (UTAS) as opposed to Federal Government’s Integrated Personnel Payroll Information System (IPPIS).
ASUU President, Prof Biodun Ogunyemi, told journalists in Abuja on Tuesday that the union would not call off its strike as UTAS goes beyond just being an alternative to IPPIS.
Describing the alternative pay platform as web-based, the union leader said that the Federal Government platform does not respect the nature, structure and character of the Nigerian University System.
Ogunyemi, who revealed that UTAS was now ready for integrity test as earlier requested by the government, said, “We promised that ASUU would produce a robust software solution that will take care of the uniqueness of the university system while addressing personnel information and payroll system.
“Government accepted in principle the University Transparency and Accountability Solution (UTAS) and pledged to subject it to various integrity tests when fully developed to see whether the final product will pass he necessary technical attribute test as specified by NITDA.
“On our part, we have given government a time-frame of eighteen (18) months to develop, test and deploy UTAS. In keeping with this promise, ASUU is pleased to announce that UTAS is now ready for the ‘integrity tests’ required of it by government.”
He said the software had been demonstrated to Nigeria’s education minister, Adamu Adamu and other senior management staff of the ministry, including the Executive Secretary of the National Universities Commission (NUC).
He explained that it was ill-advised to deploy IPPIS in the universities because of the peculiarities of the sector, adding that all the distortions being reported with the implantation of the pay platform had earlier been foreseen by ASUU.
